Job Purpose
To implement and coordinate all matters and activities of the committee. Reporting to the Director, Committees/Programs, the Senior Program Officer will perform the following duties and responsibilities:
- Develop sector policies, laws, regulations, strategies, standards and guidelines on matters Devolution.
- Develop advisories to County Government on the implementation of Devolved functions in the sector.
- Develop committee reports, policy briefs, speeches and policy papers.
- Develop and update committee rules and regulations.
- Develop frameworks for mainstreaming SDGs, Gender and other international obligations, treaties and agreements.
- Develop framework for committee stakeholder engagement.
- In consultation with the committee chairperson, ensure committee meetings are convened.
- Implement committee policies, regulations, strategies, standards and guidelines.
- Undertake committee data collection to inform policy decisions.
- Undertake sensitization of County Governments on mainstreaming SDGs, Gender and other international obligations, treaties and agreements.
- Prudently utilize committee resources.
- Implement the committee annual work plans and budgets.
- Undertake resource mobilization for the committee and County Governments.
- Organize committee peer learning initiatives in the sector.
- Implement Council’s decisions relating to the committee.
- Organize committee relevant Caucus (CECMs, COs, Directors, etc) meetings.
- Develop committee and relevant Caucus minutes and maintain an up to date records of the committee and relevant Caucus proceedings.
- Develop frameworks for private sector engagement in committee activities.
- Support organization of sector inter-governmental meetings and Fora with the sector MDAs.
- Participate and prepare policy briefs for sector inter-governmental meetings and Fora with the sector MDAs.
- Support county consultations in their participation in the relevant sector dialogue on Devolution.
- Track implementation of intergovernmental resolutions relating to the committee.
- Support in the Implementation of the committee mandate.
- Support induction and Capacity development for the Committee Members (Governors) and sector County Executives.
- Implement committee activities.
- Identify and document lessons learnt, including best practices in the sector.
- Support in organizing inter-county knowledge sharing and learning on devolved functions.
- Prepare committee reports for the coordination meetings.
- Support implementation of management decisions relating to the Committee.
- Represent the committee in intergovernmental sector fora’s and policy discourse.
- Support implementation of the approved Committee budgets and projects budgets in the committee.
- Participate in the negotiation of conditional and non-conditional grants with the National Government and development partners.
- Monitor and follow up on the release and implementation of grants to County Governments.
- Support in Resource mobilization for the Committee.
- Ensure compliance with internal controls in utilisation of budgets by the committee.
- Sensitize County Governments on conditional grants requirements.
- Coordinate forums with development partners, private sector and civil society in the sector.
- Support coordination of intergovernmental and sector forums on devolution.
- Support induction of the Council Committee (Governors) and the County
- Executive (County Executive Committee Members, Chief Officers, Directors and other officers).
- Support coordination of County consultations and participation in sector dialogues.
- Establish committee collaborations, linkages and partnerships.
- Guide and mentor the committee staff and interns.
- Performing any other duty assigned by the supervisor.
Minimum Qualifications and Experience:
Academic and Professional Qualifications
- Bachelor’s degree in any of the following disciplines: Gender Studies, Development Studies, Sociology, Social Sciences or in a related field from a recognized institution.
Experience
- At least five (5) years’ experience in public or private sector employment in a reputable organization.
- Gender Equality and Social Inclusion (GESI) will be an added advantage.
Functional Skills
- Thorough understanding of national goals, policies, objectives, and ability to relate them to Council’s mandate.
- Thorough understanding of Devolution as envisioned in the Constitution.
- Understanding of financial and human resource management.
- Good understanding of government policies, regulations, and procedures.

Duration of the Assignment
- The duration of the engagement will be five (5) years renewable for a similar term subject to performance and availability of funds
